Overview
We launched a new Victorian Energy Upgrades (VEU) Registry system on 3 June 2025 to support the VEU program and participants, delivering enhanced functionality and a better user experience.

About the new VEU Registry system
After more than 15 years of service, the current Registry has reached end of life and we have moved to a new, Salesforce-based Registry system. The new system meets our most critical needs right now and with some improved features to address industry feedback.
While this version may not have every feature of the current Registry, we will keep improving the system over time.
This approach allows us to get started quickly, gather feedback, and continuously enhance the system to better serve everyone in the future. The new system that launched on 3 June 2025 is a starting point that will evolve and improve with the input of all stakeholders.

What we are aiming to achieve
Adaptability for the future: While this new system may feel different from what you’re used to, it’s designed to grow with us as the program evolves. It’s built to accommodate future needs and improvements, particularly outcomes from the VEU Strategic Review.
Long-term benefits: The new system may take some time to master, but it brings important changes that will deliver a better user experience and help us be more efficient in the long run. It will help us meet future demands, improve efficiency, ensure program integrity and support our overall success.
Improved regulation: The new system is designed to reward and support participants who are following the correct processes. For those doing things the right way, as we develop our new processes, it will be easier to navigate and more streamlined. At the same time, the system will give us better visibility, making it easier to spot and address any instances of non-compliance quickly, ensuring fairness and accountability
Support for industry and other stakeholders: We understand that change can be challenging. We are committed to supporting the industry through this transition and to help you get the most out of the new system.

How to prepare
Key dates and deadlines: Action required by current VEU Registry users
Key dates and deadlines are in the table below for current VEU account holders to submit activities, applications and updates in the current VEU Registry before it is switched to 'read-only' at midday on Friday, 23 May 2025.
After the below deadlines, you will not be able to submit activities, applications or updates until the new system launches at 9am on Tuesday, 3 June 2025.
Checklist: How to prepare for the new VEU Registry system
To ensure a smooth transition, we recommend all VEU account holders take the following steps before the new system goes live on 3 June 2025:

Submit all applications and activities early | ☐ Submit all activities, applications and updates in the current system as early as possible before the deadlines. ☐ Ensure all activities completed in 2024 are submitted before 23 May 2025 to avoid substantial processing delays. |
Verify and update account information | ☐ Check and update your contact details to ensure you receive important communications. ☐ For activities 13, 14, 15, 17, 26 and 45 review all registered installers, ensuring their details (names and dates of birth) are accurate and complete. |
Back-up important data | ☐ Extract and save a full copy of your activity and VEEC information and any relevant data needed for your operations. |
Be aware of system changes | ☐ A new bulk upload process will be introduced and there may be a delay as your software application provider enables this feature (if you use a third party to manage your submissions). ☐ Documents are available in the 'Resources' tab on the project website page to help accredited persons and their software developers understand how to submit bulk uploads efficiently and adapt their systems ahead of the new VEU Registry system launch. |

What to expect
The new VEU Registry system will deliver features to improve the user experience:
Simplification and efficiency
- Streamlined account creation – Register using ABN verification and self-register users.
- User-friendly online forms – Save, review and complete accreditation, renewal and VEET scheme registry account (VSRA) applications at your own pace.
- Dynamic forms – Forms adapt based on inputs, making applications more intuitive.
- Automated Victorian energy efficiency certificate (VEEC) creation – For project-based activities (PBAs), VEECs will be automatically created after an impact report approval (no need for separate activity submissions).
Enhanced visibility and tracking
- Application tracking – Better visibility and tracking of an application.
- Integrated Request for Information (RFI) – To consolidate communication.
- Simplified activity submission forms – For a more efficient process for individual activities.
Security and integration
- Multi factor authentication (MFA) – Enabled for all users.
- Modern Application Programming Interface (API) connector – The ability to support bulk activity uploads.
Features coming soon to the new VEU Registry
These enhancements will be introduced after the June 2025 launch:
- July 2025 – Enhancements to registration of all installers and other scheme participants.
- Registry VEEC summary view – A consolidated view of VEEC data.
- My VEECs summary view – Easier tracking of VEECs.
- Self-service account management – Manage users and permissions directly.
Features that will be removed from the VEU Registry
- Nominations for product inclusions.
- VEEC Calculator.
Data migration: Information moving to the new system
The following information will be migrated to the new VEU Registry system:
- All current accredited person, trader, relevant entity and product applicant accounts.
- All account users on active accounts of program participants.
- All current project-based activities (PBA).
- All current registered installers for Activity 13, 14, 15, 17, 26 and 45 and any installers registered with complete name and date of birth information.
- All current created and registered VEECs and all VEECs that have a status of 'invalid' from the past two years.
- All activities submitted since 10 December 2018 (including those not yet assessed).
- All products, PBA M&V Professionals and Scheduled Activity Premises.
Information that will not be migrated to the new system
The following information will not be migrated to the new VEU Registry system:
- Inactive accounts – accounts that have not been used for over two years.
- All accounts that are not active participants in the program, such as accounts created to subscribe to VEU communications. The contact information on these accounts will be used to create a subscribers list. Please email veu@esc.vic.gov.au if you do not want to be included in this list.
- Inactive installers or those with missing or incorrect information.
- VEEC surrender and transfer records.
