Overview
We launched the new Victorian Energy Upgrades (VEU) Registry system on 3 June 2025 to support the VEU program and participants, delivering enhanced functionality and a better user experience.

About the new VEU Registry system
After more than 15 years of service, the previous VEU Registry system reached end of life. We moved to a new, Salesforce-based Registry system in June 2025, which meets our most critical needs right now and includes some improved features to address industry feedback.
The new system is designed to grow with us as the program evolves and to meet the changing needs of all stakeholders. We will continue to seek user feedback and make improvements to deliver a better experience for everyone.

We are supporting industry through this transition and to help you get the most out of the new system. We welcome suggestions from industry for future improvements.

Key changes and improvements in the new system
The new VEU Registry system delivers these key features to improve the user experience:
Simplification and efficiency
- Streamlined account creation – Register using ABN verification and self-register users.
- Self-service functionality – Users can update account details, and primary users can manage permissions and access for secondary users.
- User-friendly online forms – Save, review and complete accreditation, renewal and VEET scheme registry account (VSRA) applications at your own pace.
- Dynamic forms – Forms adapt based on inputs, making applications more intuitive.
- Automated Victorian energy efficiency certificate (VEEC) creation – For project-based activities (PBAs), VEECs will be automatically created after an impact report approval (no need for separate activity submissions).
Enhanced visibility and tracking
- Application tracking – Better visibility and tracking of an application.
- Integrated Request for Information (RFI) – To consolidate communication.
- Simplified activity submission forms – For a more efficient process for individual activities.
Security and integration
- Multi factor authentication (MFA) – Enabled for all users.
- Modern Application Programming Interface (API) connector – The ability to support bulk activity uploads.
Information that moved to the new system
- All active accounts and users for accredited persons, traders, relevant entities and product applicants.
- All active VEECs and VEECs with a status of 'invalid' from the past two years.
- All activities submitted since 10 December 2018 (including those not yet assessed).
- All active project-based activities (PBA).
- All products, PBA M&V Professionals and Scheduled Activity Premises.
How to get updates about the VEU program
Accounts created in the old system to subscribe to VEU communications have not been set up in the new Registry system. For updates about the VEU program, you can:

- Check our website for the latest VEU news and program updates.
- Subscribe to VEU industry news from the Department of Energy Environment and Climate Action.
- Subscribe for commission email updates, including VEU program updates and changes.

System updates
There is currently no planned downtime for the Victorian Energy Upgrades (VEU) Registry system.
This page provides information about updates to the new VEU Registry system and support materials to help you understand and leverage new features and changes that we make over time.
2026 VEU Registry system updates
2025 VEU Registry system updates
VEU Registry system update to:
- Enable accreditation applications, Victorian energy efficiency certificate (VEEC) creation and scheme participant registration for the new commercial and industrial solar photovoltaic (C&I solar) activity (activity 47).
- Enable VEEC creation for the high efficiency motor activity and to reflect revised activity requirements.
- Improve the 'Activity Awaiting RFI Response' list view.
- Add new list views for strict duplicates (weather sealing activity) and internal duplicates (all activities).
VEU Registry system update to:
- Allow account holders to view information and documents submitted with applications for accreditation (including renewals and variations), project-based activities and products.
- Avoid invoice processing issues and delays, by preventing the withdrawal of activities with a 'pending invoice' status during invoicing periods (7am to 7pm on Tuesdays and Thursdays).
VEU Registry system update to:
- Introduce new PowerBI reports to make it easier to navigate and search the VEU Public Registers.
- Improve user access to account data.
- Streamline account detail management.
VEU Registry system update to:
- Increase frequency of Victorian energy efficiency certificate (VEEC) registration batches and transfers.
- Enhance activity submissions and views.
- Enable industrial and commercial heat pump water heater activity submissions with an activity date on or after 25 July 2025, in line with new specifications from 25 July 2025.
- Enable accredited persons to select scheme participant licence types from a list of trade licences.
