We updated the Victorian Energy Upgrades (VEU) Registry system on 25 November 2025 to enable submissions for the new commercial and industrial solar photovoltaic activity, enable submissions for the revised high efficiency motor activity, and improve list views.
VEU Registry system update: New commercial and industrial solar photovoltaic system activity, revised high efficiency motor activity, and list views
We updated the Victorian Energy Upgrades (VEU) Registry system on 25 November 2025 to:
- Enable accreditation applications, Victorian energy efficiency certificate (VEEC) creation and scheme participant registration for the new commercial and industrial solar photovoltaic (C&I solar) activity (activity 47).
- Enable VEEC creation for the high efficiency motor activity and to reflect revised activity requirements.
- Improve the 'Activity Awaiting RFI Response' list view.
- Add new list views for strict duplicates (weather sealing activity) and internal duplicates (all activities).

VEU Registry updates for the C&I solar activity (activity 47)
Accredited persons that are accredited to undertake C&I Solar activities can:
- Submit C&I solar activity accreditation application forms (new, renewal and variation applications).
- Create Victorian energy efficiency certificates (VEECs) for this activity.
- Register solar system installers and designers as scheme participants in the VEU Registry for this activity.
How to register scheme participants for the C&I solar activity in the VEU Registry
Accredited persons must register the lead solar system designer and lead solar system installer as scheme participants in the VEU Registry before being able create VEECS for activities undertaken by those scheme participants.
You need to submit evidence of their relevant license, accreditations and/or training when registering them as scheme participants in the VEU Registry, for review and approval by the commission. You can only select individuals as scheme participants as part of VEEC creation after the commission has verified their registration as a scheme participant in the VEU Registry.
High efficiency motor activity (activity 31) creation form and revised activity requirements
- Accredited persons that are accredited to undertake high efficiency motor activity can create VEECs in the VEU Registry.
- Updates to add an additional efficiency (IE3) level and a $200 co-payment requirement per product installed.
Improvements to the ‘Activity Awaiting RFI Response’ list view
We have made ‘Activity Awaiting RFI Response’ list view improvements. Requests for Further Information (RFIs) awaiting a response will be displayed in this list view for accredited persons, including for activities with a status of Withdrawn, Refused, and Approved.
This means you may see RFIs in this list view that were previously not displayed. You will also be able to view the RFI Number and RFI Due Date in this list view. This change addresses feedback from accredited persons.
New list views for strict duplicates (weather sealing activity) and internal duplicates (all activities)
We have introduced new list views for the weather sealing activity (activity 15). This will help accredited persons identify activities that have triggered a ‘strict duplicate check’ because certificates were previously created under the same product type and where no justification has been provided. This list view is intended to support accredited persons to identify and track high risk duplicate installations so they can take appropriate action in line with VEU program requirements.
We have also introduced a new list view for all activities, that identifies activities that are an internal duplicate without an internal duplicate justification for VEEC creation claims across all activity types.
Activities that appear in the new duplicate list views will not be invoiced, in line with existing invoicing processes. You will have the option to withdraw and recreate the activity with the relevant duplicate justification if you wish to proceed with the certificate claim.
