The Victorian Energy Upgrades (VEU) Industry Reference Group supports improved industry engagement, program delivery and consumer outcomes in the VEU program.
VEU Industry Reference Group
Overview
In December 2025, the Essential Services Commission (commission) established an Industry Reference Group (IRG) for the Victorian Energy Upgrades (VEU) program to support improved industry engagement, program delivery and consumer outcomes.
Role of the IRG
The VEU IRG provides advice to the commission based on industry experience, drawing on the knowledge of participants in the program to ensure that practical considerations (including potential risks and challenges) are understood, mitigated and managed.
The IRG:
- Acts as a forum for testing and refining ideas, both regarding the current operation of the VEU program and potential future changes.
- Provides an opportunity for industry participants to communicate feedback to the commission.
- Reviews and provide feedback on draft recommendations for improvement of VEU program implementation.
The IRG is not a decision-making body and provides guidance only.
Current IRG membership
Members were appointed to the inaugural IRG in December 2025 following an expression of interest process. The IRG has members from across industry, with representatives from accredited persons, relevant entities, scheme participants and other industry participants.

Meetings
