On 27 November 2025 we released our final decision to revoke the Public Lighting Code. The code will be revoked on 31 December 2025. We are also transferring some obligations to the Electricity Distribution Code of Practice. The transferring obligations will take effect from 1 January 2026.

Overview
Review
Following a review, we have released our final decision to revoke the Public Lighting Code. The revocation of this code will take effect from 31 December 2025.
The Public Lighting Code was established in 2001. It contains obligations for electricity distribution businesses to regulate public lighting services and activities.
The review found that many of the code's obligations were outdated or duplicated by other instruments such as the National Electricity Rules and the National Electricity Law. The revocation of this code will streamline obligations that are sufficiently regulated by other instruments and reduce unnecessary complexity of Victoria's energy regulation.
However, some obligations were considered to be relevant, and we are transferring these obligations to the Electricity Distribution Code of Practice. This ensures that those obligations will continue for electricity distribution businesses in the delivery of public lighting services. The transferring obligations takes effect from 1 January 2026.

Public engagement and submissions
