We have released updated Victorian Energy Efficiency Target (VEET) Guidelines to reflect the introduction of the commercial and industrial solar photovoltaic system (C&I solar) activity, remove the retrofit unit training requirement and other administrative updates. We have also released a new inspection assessment checklist requirement for the C&I solar activity, and other minor updates to program guides and VEEC assignment forms.
Release of updated VEET Guidelines, program guides, forms, and updated C&I solar inspection requirements

We have released the following updated Victorian Energy Upgrades (VEU) program documents (click on the hyperlinks to jump to the relevant section):
- Updated Victorian Energy Efficiency Target (VEET) Guidelines (version 14) and program guides to reflect the introduction of the commercial and industrial solar photovoltaic system (C&I solar) activity, remove the retrofit training requirement, and other administrative updates).
- Updated activity guide for the C&I solar activity to reflect a new inspection assessment checklist requirement).
- Updated activity guides to reflect removal of energy and water efficiency retrofit unit training requirement for activities 13, 14, 15, 17 and 26.
- Updated Victorian energy efficiency certificate (VEEC) assignment forms to reference the Building Plumbing Commission (previously the Victorian Building Authority).
Updated VEET Guidelines (version 14) and program documents
We have released Victorian Energy Efficiency Target Guidelines – version 14, which has been updated to:
- specify training and competency requirements for scheme participants of the commercial and industrial solar photovoltaic system (C&I) activity (activity 47) (section 7).
- specify record keeping requirements for the C&I solar activity (annexures C and D).
- remove unit relating to energy and water efficiency retrofits as a mandatory safety training unit. requirement for scheme participants for activities 13, 14, 15, 17 and 26 (section 7, annexures A and B).
- improve enforceability of the record keeping requirements for prescribed activities in alignment with current record keeping requirements stated in activity guides (annexure C).
- reflect the updated VEU program fees commencing from 1 January 2026 (section 12).
- reflect the current VEEC surrender process (sections 11.3 and 13.2).
- reflect the commission’s auditor requirements (section 17.2).
New inspection checklist assessment requirement for C&I solar activity
We have been made aware of a range of compliance issues which have been identified by auditors undertaking site inspections under the Clean Energy Regulator’s Small-Scale Renewable Energy Scheme and Solar Victoria’s Solar for Homes and Solar for Apartments program.
To mitigate potential safety risks with the installation of solar PV systems under the new VEU C&I solar activity, a new inspection checklist requirement is now in place for this activity.
As part of the inspection process, accredited persons must ensure the Licensed Electrical Inspector (LEI) engaged to inspect and certify solar PV systems for connection to the grid completes also signs off on the inspection assessment checklist published in the VEET Guidelines. The checklist focuses on assessment of items which are a safety hazard which pose an imminent risk of damage to people or property if not addressed. The LEI must complete and sign this checklist prior to completing the inspection section of the certificate of electrical safety (CoES) for the solar system installation.

Accredited persons must collect a copy of the completed inspection assessment checklist and provide it to the commission upon request. We may request that accredited persons upload the checklist when creating VEECs for this activity.
We have updated the Commercial and Industrial Solar Photovoltaic System Activity Guide to reflect this new requirement.
Removal of energy and water efficiency retrofit unit training requirement
The VU 23076 (Retrofit to improve energy and water efficiency) training unit will expire on 31 December 2025. Given this training unit will no longer be available for installers to complete, we have removed it as a mandatory safety training (MST) unit requirement for scheme participants for the following activities:
- window replacement (activity 13).
- window retrofit (activity 14)
- weather sealing (activity 15)
- water efficient shower rose (activity 17)
- high energy efficiency pool pump (activity 26).
This change means installers for activities 17 and 26 no longer need to complete MST training requirements to carry out installations under this activity.
Installers undertaking activities 13, 14 and 15 still need to complete one of the prescribed working safely at heights units in the VEET Guidelines. Installers undertaking activity 15 also need to complete training in relation to Weather Sealing Safely with Gas Appliances unless they are a plumber licensed to undertake gas fitting work, Type A appliance conversion work and/or Type A appliance servicing.
We have updated the following program guides to reflect this change:

- Appliance Activity Guide.
Release of updated VEEC assignment forms to reflect terminology change
The following VEEC assignment form templates have been amended to reflect the change in organisation name from the Victorian Building Authority (VBA) to the Building Plumbing Commission (BPC). Accredited persons will need to update the VEEC assignment forms for the below prescribed activities to reflect these changes. We expect accredited persons to update these forms by 16 February 2026.
