Each year, the Minister for Local Government sets the rate cap that specifies the maximum councils’ can increase rates for the forthcoming financial year. The minister can set a cap that applies to all councils, a group of councils or a single council.
Our advice to the minister includes:
- a recommendation for any adjustments to be applied to consumer price index in setting the cap for all councils, a grouping of councils or any individual council
From 2010 to 2018, we reported on the adequacy and validity of the Victorian Managed Insurance Authority’s (VMIA) domestic building insurance premiums.
This insurance is taken out by builders on behalf of home owners. It is insurance to provide compensation to home owners for losses resulting from non-completion or defects in domestic building work where the builder cannot be pursued directly because they have died, disappeared, or become insolvent.

We look at demand, supply, and operator costs to determine whether we raise or lower maximum fares for commercial passenger vehicles, which include unbooked taxi services hailed from the street or caught from a rank, or an unbooked ride-share service.
This code of practice has the following objectives:
- to regulate the distribution of electricity by a distributor for supply to its customers so that it is undertaken in a safe, efficient and reliable manner
- to regulate planned and unplanned interruptions of supply, and the disconnection of customers
- to provide protections against disconnection and interruption of supply to life support customers
- to regulate the activities of exempt
We have completed our 2018 review of accident towing, storage and salvage fees in Melbourne. On 10 December 2018, we provided the Minister for Roads with our final recommendations, which are outlined in our final report. We will complete our next fee review in 2022.

Examples of uncertain and unforeseen events that could justify an application under this mechanism include:
- significant changes in the timing or costs associated with major capital (or other) projects
- significant differences between actual and forecast demand levels
- changes in legislative and other government-imposed obligations, including the introduction of a national emissions trading scheme
- catastrophic events such as fire, earthquake
The information collected under the code allows us to monitor the financial performance of each water business during the regulatory period. It also gives us a basis for assessing expenditure and revenue forecasts, which we use to approve water, sewerage and related services in our water price reviews.
We have included a reporting template that water businesses can use when they prepare their financial performance submissions.

The Victorian Energy Upgrades (VEU) program helps Victorians reduce their energy bills and greenhouse gas emissions by providing access to discounted energy efficient product and services.The program also encourages investment, employment and innovation in industries that supply these products and services.Large energy retailers are required to acquire and surrender Victorian energy efficiency certificates (VEECs) to meet annual target set in Victorian legislation.'
The Gas Distribution Code of Practice sets out the minimum standards for the operation and use of the Victorian gas distribution system.It includes requirements for:
- the operation of the distribution system
- connection and augmentation
- disconnection and reconnection
- standards and testing of metering installations
- curtailment
- customer dispute resolution
- deemed distribution contract requirements.
Delays sometimes occur in connecting new housing developments to electricity. Since 2018, we have been working with stakeholders from the development industry and electricity networks to reduce these delays.
We have worked to help ensure electricity connections in new subdivisions happen in a timely and transparent way, so that

Electricity generation
Generators produce electricity from coal and other sources like the sun or wind. We have a role in licensing generators.
Aside from making recommendations to the minister, we also conduct inquiries and studies on the accident towing and storage industry as required.Under the Accident Towing Services Act 2007, we conduct a periodic review of accident towing and storage fees. VicRoads is responsible for enforcing and administering the Act and its regulations. As part of this review, we advise the Minister for Roads on:
In line with our water industry standards, Victorian water businesses are required to:
- follow the customer-related standards, procedures and practices set out in the industry standard that is relevant to them
- develop, issue and comply with a customer charter that meets the procedural and substantive requirements of the relevant industry standard, and sets out the water business’s approved service standards.
This code applies to:
- each distributor under its distribution licence or, if applicable, a condition of its exemption from the requirement to hold a licence
- each retailer under its retail licence or, if applicable, a condition of its exemption from the requirement to hold a licence
- each customer who is obliged to comply with this code under a distribution contract
- each person who takes supply from an embedded network
- each metering provider
