We have updated our activity guides to reflect a change to our invoice/proof of payment requirements relating to co-payment and pricing information. We have also made other minor updates, including updates to align with recent VEU Registry changes and to clarify our guidance.
Changes made in relation to co-payment and pricing requirements and other minor updates

The commission implemented a number of changes to the VEU Registry on 25 August which was communicated to stakeholders on 12 August. Changes implemented include:
- Updates to implement co-payment and pricing fields on a per product level for specified activities (activities 1, 3, 6, 32, 44 and 46).
- Updates to scheme participant feature for activities with specified mandatory safety training requirements under the VEU program (activities 13, 15, 17, 26) and home energy rating assessment activity.

Changes made to our guides
The changes made in the VEU Registry system aligns with the co-payment requirements specified for affected activities in the VEU Specifications 2018 which specifies minimum co-payment to be made for consumers per product sold or installed under the program.
In alignment with these changes, we have made a number of changes to our activity guides to:
- amend our invoice or proof of payment record keeping requirement to require pricing and co-payment information be listed on the record on a per product basis
- update our guidance on the co-payment and pricing information which is to be recorded on these fields when submitting an activity for affected activities (activities 1, 3, 6, 32, 44 and 46)
- reflect changes to the scheme participant registration process in the registry system for activities 13, 15, 17, 26 and 45).
Accredited persons will need to update their invoice/proof of payment record to align with above updated requirement for activities undertaken from 16 September 2025.
We have also made a number of other minor updates to relevant activity guides to:
- make clear that refrigerative air conditioners which are decommissioned under activity 6 are defined to be air conditioners only capable of cooling a conditioned space as per the definitions in the Victorian Energy Efficiency Target Regulations 2018
- streamline our guidance on licensing requirements for water heating activities (activities 1, 3 and 6)
- reflect the transition from the Victorian Building Authority (VBA) to the Building and Plumbing Commission (BPC).
