New VEU Registry system: May update

A new Victorian Energy Upgrades (VEU) Registry system launching on 3 June 2025 to support the VEU program and participants, delivering enhanced functionality and a better user experience.

The launch of a new Victorian Energy Upgrades (VEU) Registry system on Tuesday, 3 June 2025 is fast approaching. This update provides important information and updates about:

  • key dates and action required by current VEU Registry users to prepare, including new information about cut off dates for product applications, project-based activities and new accreditation applications during the transition
  • new and updated resources to help you prepare for the transition.

New resources now available to help you with the transition 

Updated frequently asked questions and information sheets are now available under 'resources' on our project website page to help you prepare and transition to the new system.

These materials respond to key questions from industry stakeholders to date and address the following key concerns raised about the transition and functionality of the new system:

  1. To help minimise disruptions to processing times during the transition period we will increase the frequency of invoicing and allocate additional resources to our assessment teams.  
  2. To assist with the new scheme participant (installer) registration requirements:
    • detailed information is provided in the attached ‘scheme participant’ information sheet to clarify these requirements
    • we have introduced a bulk upload registration option to help accredited persons managing a high volume of certificates/installers.
  3. Registers will be available at go live, however initially not all data from the current VEU Registry will be easily accessible in the new system when it goes live on 3 June. We will share exports of critical data in the interim and assist with additional data on request from accredited persons, VEET scheme registry account holders, relevant entities and other stakeholders. These critical reports will include:
    • daily reports on VEEC holdings  
    • regular product register exports.

The information sheets provide further detail about key changes and how to prepare for the following key functions in the new system. This includes: account management, accreditation, product management, project-based activities, scheme participant management, submitting activities and certificate transfer/surrender.

Training videos showing you how to use the new system and complete key tasks will be available following the 8 May information session. 

Key dates and deadlines – action required by current VEU Registry users 

Please note the cut-off dates below to submit activities, applications and updates in the current VEU Registry before it is switched to 'read-only' at midday on Friday 23 May 2025.  

After these cut-off dates, you will not be able to submit activities, applications or updates a until the new system launches at 9am on Tuesday 3 June 2025.

What does this mean for Registry users?
5pm on Friday, 9 May 2025

Cut-off date for:

  • New account applications.
  • New VEET Scheme Registry Account (VSRA).
  • New accreditation applications.
  • Registering new installers for Activities 13, 14, 15, 17, 26 and 45.

No new account, accreditation or VSRA applications will be processed after 5pm Friday 9 May until after the new system goes live.

In the new system, accredited persons will need to complete a once off registration for all their unregistered installers (scheme participants) by inputting names and date of birth. This pre-populated information will then be used in the certificate creation process.

For Activities 13, 14, 15, 17, 26 and 45 any existing installer details will be migrated. To support this process, please register any new installers for these activities by 9 May 2025.

5pm on Tuesday, 20 May 2025

Cut-off date for:

  • Payment of VEEC creations.
Final batching will occur on Wednesday 21 May. Only activities with status of paid will be batched prior to the new system going live.
Midday on Friday, 23 May 2025

Cut-off date for:

  • Completion of outstanding Victorian energy efficiency certificate (VEEC) transfers
  • Submission of ALL activities completed in 2024 (1 Jan - 31 Dec 2024) *
  • Current system switched to read-only, no new applications, activity submissions or changes until new system goes live.

NEW: Submission of new product applications  

NEW: Submission of new Project Based Activity applications  
 

VEEC transfers that are not completed by midday, 23 May will be cancelled, and the account holder will need to initiate a new transfer when the new system goes live.

*Activities completed in the 2024 calendar year should be submitted ASAP. If submitted after 3 June 2025, there will be substantial delays, particularly for Activity 6 (high efficiency air conditioners) which may be 3 months or more.

Reminder: As per the VEET Act, after 30 June 2025, certificates cannot be created for activities completed in the 2024 calendar year.

NEW:  

New product or project-based activities applications will not be accepted after midday on 23 May until the new system goes live at 9am on 3 June.  

Applications submitted before the cut-off will continue to be processed during the transition period. You may receive emails from us about your application during this period.

Please contact us if you have a critical PBA deadline during this time and need an urgent decision.  

From 9am on Tuesday, 3 June 2025 (once new VEU Registry system goes live)

Once the new VEU Registry system goes live:

  • Accredited persons must register installers (populating system with basic details) to enable certificate creation. If your installers were registered and verified for activities 13, 14, 15, 17, 26 and 45 in the current system, the registration will be automatically migrated to the new VEU Registry.

Installers for activities 13, 14, 15, 17, 26 and 45 who were registered and verified in the old system will be migrated.

You will be able to register your other installers and commence certificate creation.

  • Further details for any new installers for activities 13, 14, 15, 17, 26 and 45 may be requested at this time.
Please respond to any requests so that your new installers can continue to be used for certificate creations for these activities.
