We have released updates to the VEU Registry to support the new commercial and industrial solar PV system activity (C&I solar activity) and other improvements. We have also released updated guides and forms for the C&I solar activity, high efficiency motor activity and commercial and industrial heat pump water heater activity.
Release of VEU Registry changes and other activity updates

VEU Registry updates for the C&I solar activity
We have updated the VEU Registry to support the new commercial and industrial solar photovoltaic system (C&I solar) activity, which allow:
- C&I solar activity accreditation application forms to be submitted online (new, renewal and variation applications)
- accredited persons to create Victorian energy efficiency certificates (VEECs) for this activity
- accredited persons to register solar system installers and designers as scheme participants in the VEU Registry for this activity.
How to register scheme participants for the C&I solar activity in the VEU Registry
Accredited persons must register the lead solar system designer and lead solar system installer as scheme participants in the VEU Registry before being able create VEECS for activities undertaken by those scheme participants.
You to submit evidence of their relevant license, accreditations and/or training when registering them as scheme participants in the VEU Registry, for review and approval by the commission. You can only select individuals as scheme participants as part of VEEC creation after the commission has verified their registration as a scheme participant in the VEU Registry.
Submit C&I solar activity accreditation applications via the VEU Registry from today
Businesses can now apply for accreditation to undertake the C&I solar activity through the VEU Registry. This includes new, renewal and variation applications.
The online accreditation forms replace the paper-based forms available in the interim while we updated the VEU Registry. The information being requested by applicants in the online forms mirrors the information requested in the paper-based form.
From Tuesday, 25 November 2025, all applications for accreditation must be made via the online forms in the VEU Registry. We will not accept paper-based applications forms submitted to us via email from 25 November 2025.
Updates to VEEC assignment form for C&I solar activity
We have made a minor update to the VEEC assignment form for the C&I solar activity to include the below declaration, to be signed by the lead solar system designer and lead solar system installer:
- I consent to the disclosure of my compliance or non-compliance with the requirements of the VEU program, Australian standards and SAA requirements with SAA, Solar Victoria and the administrators of other greenhouse gas abatement schemes.
Updates to other program guides and forms
Updated Application Guide for Accredited Persons
We have updated the Application Guide for Accredited Persons to clarify factors which may inform our assessment on whether an applicant is fit and proper and competent and capable.
Updated product application guide and product application form for high efficiency motors
We have updated the Appliance Product Application Guide to clarify that high efficiency motors products must be:
- registered on the Greenhouse and Energy Minimum Standards (GEMS) Register, in accordance with the Greenhouse and Energy Minimum Standards (Three Phase Cage Induction Motors) Determination 2019
- labelled as a high efficiency motor in the GEMS Register.
We have updated the product application form for high efficiency motor product to align with above clarification.
Update to Commercial and Industrial Heat Pump Water Heater Activity (Activity 44) Guide
We have updated the Commercial and Industrial Heat Pump Water Heater Activity Guide to clarify how thermal capacity for gas-fired water heater baseline products should be calculated, using the appropriate unit conversation factors when calculating the number of VEECs for the activity.
Other VEU Registry changes
Improvements to the ‘Activity Awaiting RFI Response’ list view
For accredited persons, there will be improvements to the ‘Activity Awaiting RFI Response’ list view. Requests for Further Information (RFIs) awaiting a response will be displayed in this list view, including for activities with a status of Withdrawn, Refused, and Approved.
This means you may see RFIs in this list view that were previously not displayed. You will also be able to view the RFI Number and RFI Due Date in this list view. This change addresses feedback from accredited persons.
New list views for strict duplicates (weather sealing activity) and internal duplicates (all activities)
We have introduced new list views for the weather sealing activity (activity 15) in the VEU Registry to help accredited persons identify activities that have triggered a ‘strict duplicate check’ because certificates were previously created under the same product type and where no justification has been provided. This list view is intended to support accredited persons to identify and track high risk duplicate installations so they can take appropriate action in line with program requirements.
We have also introduced a new list view for all activities, that identifies activities that are an internal duplicate without an internal duplicate justification certificate creation claims across all activity types.
Activities that appear in the new duplicate list views will not be invoiced, in line with existing invoicing processes. You will have the option to withdraw the activity and recreate with the relevant duplicate justification if you wish to proceed with the certificate claim.
