I'm a Senior Licensing and Regulatory Advisor in the Energy team at the commission.
I have extensive experience in the energy industry. I actually used to work at Shell as an industrial chemist so I've seen both sides. I was drawn to this role because I know that people can feel powerless or even frightened when they're confronted with a higher-than-expected energy bill or a surprise debt. I'm very passionate about the welfare of Victorian consumers.

Special care needs to be taken by accredited persons and scheme participants when draught proofing and weather sealing premises where there are existing flueless gas space heaters or open-flued gas space heaters installed. These appliances require a certain amount of fixed ventilation to exhaust the products of combustion from the premises and to operate safely. Weather sealing and draught proofing in premises with these heaters can contribute to the risk of carbon monoxide poisoning.
The Essential Services Commission’s annual report outlines the key regulatory outcomes delivered in 2021–22 to support Victorians to access vital water, energy, transport and council services.
Each year we consult on the minimum electricity feed-in tariff that your energy company is allowed to pay you for power you export to the grid (from sources including solar panels). We receive a lot of stakeholder feedback and questions on the minimum feed-in tariff.
In this article we look at one of the most common questions.
Question:
What are the responsibilities of the commission when it comes to setting the minimum feed-in tariff? Does it consider solar panel owners?
Answer:
When we set the minimum feed-in tariff, we aim to ensure solar customers are being paid an efficient price for their energy by their retailer.
Our decisions are made in the long-term interests of all Victorian consumers. This includes:
Reforms to Victoria’s energy industry introduced by the Essential Services Commission are delivering a less confusing market, according to the latest report from the state’s independent economic regulator.
The March Victorian energy market update shows changes to the energy rules have helped simplify the market, making it easier for consumers to compare energy deals.
Acting executive director energy Dean Wickenton says the market is getting easier to navigate.
All Victorian councils will be held to the approved 1.5 per cent rate cap for the year ahead with none applying for an above the cap variation for the 2021–22 financial year.
The amount of household debt has escalated since the start of the pandemic, according to the latest data from Victoria’s independent economic regulator.
While the number of customers in debt to gas and electricity companies has slowly, but steadily increased, the amount owed has risen sharply and now stands at more than $103 million.

We have set the Victorian Default Offer prices to apply from 1 January 2022 to 30 June 2022.

We reviewed the fees charged for vehicle towing and storage after an accident within Melbourne and the Mornington Peninsula.
Every four years, we conduct a review which recommends to the Minister for Roads:
- whether accident towing and storage fees are appropriate
- how accident towing and storage fees should be adjusted
- whether the fees for related services (such as salvage) should be regulated.
Households on the Victorian default offer – the state’s regulated ‘fair price for electricity’ – will see a small increase of around $4 a month from 1 September following a decision by the state regulator.

On 1 July 2020, we introduced new rules to protect residential and small business consumers from unexpected energy price increases. These rules mean energy retailers are only allowed to increase prices once a year. For many customers, this will happen on a set date one month after network tariff prices change (usually on 1 August each year). Customers on fixed-price contracts will only experience any price increases on the
