Following consultation, we have released the program guide and forms for the new commercial and industrial solar photovoltaic (PV) system activity into the Victorian Energy Upgrades (VEU) program.
New VEU commercial and industrial solar photovoltaic (PV) system activity: activity guide and forms now available

Further to our program update on 2 October, a new commercial and industrial solar photovoltaic (PV) system activity (C&I solar activity) commenced under the Victorian Energy Upgrades (VEU) program on 29 September 2025.
Following consultation with VEU program participants and industry on the administrative settings for the C&I solar activity, we have released program guides and forms for this new activity. Please refer to the stakeholder engagement summary to see key feedback themes and how this has informed the activity guidance and requirements.
Apply for accreditation to undertake the C&I solar activity
We are working on updating the VEU Registry to enable stakeholders to apply for approval to undertake the C&I solar activity via the VEU Registry. We anticipate online applications to be available via the VEU Registry from 25 November 2025.
Businesses who wish to apply for accreditation to undertake the C&I solar activity before 25 November 2025 should complete one of the below application forms and submit the forms, together with requested supporting documentation to us via email: veu@esc.vic.gov.au.
Please refer to the updated Application Guide for Accredited Persons (listed below), in particular appendix B of the guide, for more information on our accreditation application requirements for the C&I solar activity, including:
- the criteria applicants need to meet to satisfy the commission they are ‘competent and capable’ and ‘fit and proper’ to undertake the C&I solar activity
- the information and documents you need to provide with your completed application form
- the potential for enhanced quality assurance or additional risk controls via accreditation conditions or assurance audits.
If you do not provide the required information with your application form, your application will be subject to a request for further information (RFI), which will extend the assessment time of your application.

New activity guide and new VEEC assignment form for C&I solar activity
We have published the following new activity guide and Victorian energy efficiency certificate (VEEC) assignment form for this activity - see below.
If you are interested in being involved in the delivery of C&I solar activities in the VEU program, please review the above documents, together with the updated:
- Victorian Energy Efficiency Target Regulations 2018
- VEU Specifications 2018 – Version 21 to learn more about the requirements for the activity.
If you are new to the VEU program, please also review the Victorian Energy Efficiency Target Act 2007 which sets out the legislative framework for the VEU program.
Anticipated timeline for VEU Registry changes for C&I solar activity
We are working on changes to the VEU Registry to enable the creation of VEECs for the new C&I solar activity. We anticipate deploying these changes to the VEU Registry on 25 November which will enable:
- applicants to submit their accreditation application forms online
- accredited persons to create VEECs for this activity
- accredited persons to register solar system installers and designers as scheme participants in the VEU Registry.

Please note that installation of solar systems for this activity can only be undertaken from the date the relevant accredited person is approved to undertake the activity. Therefore, solar systems which are already in the process of being installed are not eligible to claim VEECs.
