Enforcement action against Phenix Trading Pty Ltd
24 September 2025
The Essential Services Commission has taken enforcement action against Phenix Trading Pty Ltd (trading as LEDSaves) for allegedly breaching the Victorian Energy Upgrades (VEU) program rules.
Alleged breach
The commission alleges LEDSaves created Victorian energy efficiency certificates (certificates) for weather sealing and shower rose upgrades that did not occur.
LEDSaves self-reported that contractors working on its behalf misrepresented the number of upgrades completed and submitted photos of different properties as evidence of work that did not occur.
LEDSaves as a VEU accredited business must ensure contractors and the certificates they create comply with VEU program rules.
Addressing conduct that compromises market integrity is a compliance and enforcement priority of the commission. This includes a focus on businesses that provide false information to the commission about VEU upgrades.
Our decision
We have:
- Restricted LEDSaves’ VEU accreditation, preventing them from undertaking weather sealing and shower rose upgrades for six-months.
- Refused registration and ordered the surrender of a total of 4,552 certificates which are allegedly non-compliant, valued at over $400,000 (as at 23 September 2025).
- Required LEDSaves to undertake an independent compliance audit of their quality assurance processes.
Note: the certificate value on this page is based on the spot price of $95.75 on 23 September 2025.
