The commission has taken enforcement action against accredited business Maas Cleaning Pty Ltd (trading as Maas Green Planet) for allegedly breaching the Victorian Energy Upgrades program rules.
Alleged breach
Maas Green Planet allegedly breached the VEU program rules by creating non-compliant Victorian energy efficiency certificates (certificates) for household weather sealing and shower rose upgrades. The certificates were not compliant as the installer undertaking the activity:
- Completed an upgrade with an unsupervised minor present.
- Claimed to work for the Victorian Government and that products / upgrades are provided by the Victorian Government.
- Failed to decommission products replaced.
Maas Green Planet, as the accredited business, is responsible for making sure certificates they create and any installer acting on their behalf, comply with the VEU program rules.
Our decision
We have:
- Warned Maas Green Planet against future non-compliance and reminded them of their obligation as an accredited business to have adequate systems to monitor the compliance of anyone undertaking activities on their behalf, such as installers.
- Refused registration of two pending certificates created by Maas Green Planet for the upgrades, valued at almost $200 (as at 6 May 2025).
- Warned the installer involved in the alleged misconduct and reminded them of their obligations as a scheme participant. Maas Green Planet has apologised to the consumer, is no longer using the installer involved, and committed to re-training all installers to ensure future compliance.

The decision was subject to a 30 business day review period, which ended on 1 May 2025. Maas Green Planet did not seek a review of the decision.
