The commission has taken enforcement action against accredited business Astra Green Solutions Pty Ltd (trading as Astra Green) for allegedly breaching the Victorian Energy Upgrades (VEU) program rules.
Alleged breach
Astra Green allegedly breached the VEU telemarketing ban by acquiring consumer contact details through unsolicited marketing phone calls conducted by overseas businesses.
Cold-call telemarketing and doorknocking was banned in the VEU program in 2024 and are one of our 3 strategic priorities for VEU compliance and enforcement in 2024–25.
Under the bans, businesses must get consumer consent before phoning or visiting them to market VEU energy efficient upgrades, products and services.
No financial cost to consumers was identified as a result of this alleged breach.
Our decision
We have:
- served three penalty notices on Astra Green, totalling $69,231
- ordered the surrender of 28 Victorian energy efficiency certificates which are allegedly non-compliant, valued at around $3,000.

Payment of a penalty notice by Astra Green is not an admission of a contravention of a civil penalty requirement. If the penalty is not paid, the commission may consider additional action against the business.
