Enforcement action against A.K. Alvi Enterprises Pty Ltd
24 September 2025
The Essential Services Commission has taken enforcement action against A.K. Alvi Enterprises Ptd Ltd (Zerowatt) for allegedly breaching the Victorian Energy Upgrades (VEU) program rules).
Alleged breach
The commission alleges Zerowatt created Victorian energy efficiency certificates (certificates) for weather sealing and shower rose upgrades for upgrades that did not occur.
Contractors working on behalf of Zerowatt allegedly manipulated photos to claim additional certificates and incentivised a customer to support the false claims.
Zerowatt as a VEU accredited business must ensure contractors and the certificates they create comply with VEU program rules.
Addressing conduct that compromises market integrity is a compliance and enforcement priority of the commission. This includes a focus on businesses that provide false information to the commission about VEU upgrades.
Our decision
We have:
- Suspended Zerowatt’s VEU accreditation for three months. Refused registration of 200 certificates which are allegedly non-compliant, valued at over $19,200 (as at 23 September 2025).
- Required Zerowatt to undertake an independent compliance audit of their quality assurance processes.
Note: the certificate value on this page is based on the spot price of $95.75 on 23 September 2025.
