Enforcement action against Accurate Marketing Pty Ltd and B&G Green Trading Pty Ltd

The commission has taken enforcement action against accredited businesses Accurate Marketing Pty Ltd (trading as Glow Green) and B&G Green Trading Pty Ltd (trading as Aussie Greenmarks) for allegedly breaching the Victorian Energy Upgrades (VEU) program rules.
Alleged breach
Glow Green and Aussie Greenmarks allegedly breached the VEU program rules by creating duplicate Victorian energy efficiency certificates (certificates) for the same household weather sealing upgrades. Installers carried out these upgrades on behalf of Glow Green and Aussie Greenmarks.
Glow Green and Aussie Greenmarks, as the accredited businesses, are responsible for making sure certificates they create and any installer acting on their behalf, comply with the program rules.
Glow Green and Aussie Greenmarks advise they have terminated their contracts with the installers involved in the breach, prior to the commencement of an investigation by the commission.
Our decision
We have:
Refused registration of eight pending certificates created by Glow Green and Aussie Greenmarks for the same upgrades (four certificates each), valued at almost $800 (as at 6 May 2025).
Warned Glow Green and Aussie Greenmarks against future non-compliance and reminded them that they must have adequate systems to monitor the compliance of anyone doing work on their behalf, such as installers.

Glow Green and Aussie Greenmarks were notified of this decision on 19 March 2025. The decision was subject to a 30 business day review period, which ended on 5 May 2025. Glow Green and Aussie Greenmarks did not seek a review of the decision.
