The commission has taken enforcement action against Target Green Pty Ltd (Target Green) for allegedly breaching the Victorian Energy Upgrades (VEU) program rules.
Alleged breach
The commission alleges Target Green and contractors working on its behalf:
- Made false claims about weather sealing and shower rose upgrades that did not occur and claiming more upgrades than were performed.
- Engaged in prohibited sales and marketing activity, including doorknocking and high-pressure sales tactics.
- Target Green as a VEU accredited business must ensure contractors acting on their behalf and the certificates they create comply with VEU program rules.
Addressing conduct that compromises market integrity is a compliance and enforcement priority of the commission. This includes a focus on businesses that provide false information to the commission about VEU upgrades. Read more in our Regulatory Priorities 2025–26.
Our decision
We have:
- Suspended Target Green’s VEU accreditation, preventing them from undertaking any upgrades for three months.
- Ordered the surrender of 64 certificates claimed by Target Green, valued at over $5,146*.
- Required Target Green to undertake an independent compliance audit of their quality assurance processes and determine how many registered certificates were created in compliance with the requirements of the VEU program.
