The commission has taken action against Cyanergy Pty Ltd (Cyanergy) for allegedly breaching the Victorian Energy Upgrades (VEU) program rules.
Alleged breach
The commission alleges that contractors working on behalf of Cyanergy completed non-compliant heat pump water upgrades, which had wiring issues that posed potential safety risks to consumers.
Cyanergy as a VEU accredited business must ensure contractors and the certificates they create comply with the VEU program rules.
Addressing conduct that fails to comply with VEU and industry installation standards is a compliance and enforcement priority of the commission. This includes ensuring VEU upgrades comply with the highest safety standards and deliver expected energy efficiency benefits. Read more in our Regulatory Priorities 2025–26.
Our decision
We have:
- Restricted Cyanergy’s VEU accreditation, preventing it from undertaking heat pump water heater upgrades for six weeks, including contractors working on its behalf .
- Ordered the surrender of 36 certificates which are allegedly non-compliant, valued at 2,895*.
