The commission has taken enforcement action against Vision Environmental Solutions Pty Ltd (Vision Environmental Solutions) for allegedly breaching the Victorian Energy Upgrades (VEU) program rules.
Alleged breach
The commission alleges Vision Environmental Solutions and contractors working on its behalf made false claims about weather sealing and shower rose upgrades. This included claiming upgrades that did not occur and exaggerating the number of upgrades it completed by:
- providing false customer details
- submitting photos of different properties and with manipulated geo-tags as evidence of upgrades.
Vision as a VEU accredited business must ensure contractors acting on their behalf and the certificates they create comply with VEU program rules.
Addressing conduct that compromises market integrity is a compliance and enforcement priority of the commission. This includes a focus on businesses that provide false information to the commission about VEU upgrades.
Our decision
We have:
- Restricted Vision Environmental Solutions’ VEU accreditation, preventing them from undertaking weather sealing and shower rose upgrades for six months.
- Refused registration of 2,494 certificates claimed by Vision Environmental Solutions, valued at over $200,000*.
- Required Vision Environmental Solutions to undertake an independent compliance audit of their quality assurance processes and determine how many registered certificates were created in compliance with the requirements of the VEU program.
