Action against Electra Energy Efficient Solutions Pty Ltd
17 October 2025
The commission has taken action against Electra Energy Efficient Solutions Pty Ltd (Electra) for allegedly breaching the Victorian Energy Upgrades (VEU) program rules.
Alleged breach
The commission alleges Electra and contractors working on their behalf created Victorian energy efficiency certificates (certificates) for weather sealing and shower rose upgrades that did not occur.
When investigated, Electra Energy Efficient Solutions Pty Ltd admitted some of their contractors misrepresented the number of upgrades completed and submitted photos of different properties as evidence of work that did not occur.
Electra as a VEU accredited business must ensure contractors and the certificates they create comply with VEU program rules.
Addressing conduct that compromises market integrity is a compliance and enforcement priority of the commission. This includes a focus on businesses that provide false information to the commission about VEU upgrades.
Our decision
We have:
- Suspended Electra’s VEU accreditation for three months.
- Refused registration and ordered the surrender of a total of 900 certificates created by Electra, valued at almost $80,000*.
- Required Electra to undertake an independent compliance audit of their quality assurance processes.
*Figure calculated using the certificate value of $88, the spot price on 6 October 2025.
