Consultation outcome
We are updating the forms to create Victorian energy efficiency certificates (VEECs) to collect lead generation information for the following VEU activities:
- heat pump replacing electric resistance (activity 1D) - residential activities only
- room air-to-air heat pump for space heating (activity 10) - residential and non-residential activities
- weather sealing (activity 15) - residential activities
- low flow shower rose
On 22 June 2022, Mondo Power Pty Ltd (ACN 097 962 395) applied for a licence to generate electricity for supply or sale, and to sell electricity under section 18 of the Electricity Industry Act 2000 (Vic).
Consultation of the licence application closed on 8 December 2022. We did not receive any submissions.

In November 2022, we cancelled the accreditation of Sara Corporation Pty Ltd, trading as Australian State Energy Upgrades (ASEU), under the Victorian Energy Upgrades (VEU) program for failing to comply with a mandatory order, issued after ASEU allegedly breached program rules.
Sara Corporation Pty Ltd, trading as Australian State Energy Upgrades (ASEU), is no longer an accredited person in the Victorian Energy Upgrades program following a decision announced today by the independent regulator.
The Essential Services Commission revoked ASEU’s program accreditation after it failed to meet a mandatory order issued in June 2022 to address allegations of non-compliance with the program rules.

What has changed
We have updated Victorian Energy Upgrades (VEU) program accreditation application forms used to collect information from:
- new applicants
- existing accredited persons applying for additional activities.
New data from the state energy regulator shows there were close to 90,000 transfers of Victorian homes and small businesses to other electricity retailers in June as the impacts of Australia’s wholesale energy market crisis began to flow through to retail markets and consumer energy bills.
