VEET scheme registry accounts
To hold, transfer and surrender Victorian energy efficiency certificates (VEECs) you must have a VEET scheme registry account. This includes accredited persons, relevant entities and other parties that hold or transfer VEECs (such as traders).
This requirement aims to ensure that all Victorian Energy Upgrades (VEU) participants have been assessed as 'fit and proper persons' to operate with integrity in the VEU program.
How to apply for a VEET scheme registry account
To hold a VEET scheme registry account, you must first open a VEU account. To open an account follow the instructions here: Create a VEU account.
VEET scheme registry account applicants must demonstrate they are a ‘fit and proper person’ to hold VEECs. This includes providing information about the applicant’s business history and compliance history and submitting National Police Check Certificates for all officers of the applicant.
The processes and requirements to apply for a VEET scheme registry account differ for accredited persons, energy retailers and other parties. Further information about these application processes is outlined below.
Applicants seeking to become Accredited persons
The VEET scheme registry account application process is included in the application process to become an Accredited Person.
Given the assessment against the "fit and proper person" criteria occurs during the accreditation application process, the standard accreditation application fee only applies. A VEET scheme registry account will be granted if the applicant is found to be fit and proper.

Energy retailers
To apply for a VEET scheme registry account, energy retailers must log in to their account in the VEU Registry system and complete the VEET scheme registry account application.
Victorian energy retail licence holders may be eligible for waiver of the $2,000 application fee. Your eligibility for the fee waiver will be assessed based on the information provided in the form and you will be invoiced accordingly. You must pay this fee (if a fee applies) before your application can be assessed.
You may be asked for further information as part of the assessment of your application. You will receive written confirmation of the outcome of your application.
VEEC traders
Any other persons or organisations wanting to hold, transfer or surrender VEECs must have a VEET scheme registry account. To apply for a VEET scheme registry account you must log in to your account in the VEU Registry system and complete the VEET scheme registry account application.
You will be invoiced a $2,000 application fee. This fee must be paid before your application will be assessed. A partial waiver of this fee may be available if you have already been assessed as a ‘fit and proper person’ by an Australian regulator under an equivalent test.
You may be asked for further information as part of the assessment of your application. You will receive written communication of the outcome of your application.
