Energy licensing and exemptions

The Electricity Industry Act 2000 and the Gas Industry Act 2001 require all electricity and gas generators, distributors and retailers operating in Victoria to be licensed by the commission, or be eligible for a license exemption under an Order in Council.

License exemptions generally apply for site specific or small scale electricity generation, distribution and selling (retail) activities.

Electricity license exemptions include (but are not limited to) coverage of sites such as apartment complexes, shopping centres, caravan parks and retirement villages. These are often referred to as embedded networks. Exemptions also include solar power purchase agreements and community energy projects.

It is important to note that the exemption framework does not cover gas. Anyone generating, transmitting, distributing or selling gas requires a license that has been issued by the commission.
