The plan was developed in consultation with stakeholders across government, our regulated sectors, consumer and community groups.
It outlines the commission’s new vision: Fair and dependable essential services, today and tomorrow and our purpose to promote the long-term interests of Victorian consumers. The Strategic Plan has an outcomes-based focus. We have a clear commitment to achieving long-term impact across four key domains:
Efficient Pricing – ensuring prices are fair, economically efficient and represent the best value for consumers
Equitable Services – ensuring essential services are accessible, inclusive and responsive to all consumers, regardless of circumstances
Resilience and Sustainability – ensuring essential services remain just, reliable and cost-effective as they respond to long-term changes, including the transition to carbon neutrality
Integrity and Trust – ensuring that markets operate with integrity and trust, and regulation promotes transparency, accountability, certainty and consumer confidence.
The following focus areas will help bring our Strategic Plan to life:
Shaping essential services that deliver for consumers
Regulating infrastructure that delivers for Victoria in the long term
Strengthening engagement to build trust and awareness
Impactful enforcement and compliance.
The new Strategic Plan informs all aspects of the commission’s work including our regulatory, compliance, reporting and enforcement priorities.
