Seeking feedback on proposed activity requirements
We are seeking feedback from VEU program participants and industry on the following administrative settings for the new commercial and industrial solar PV system activity:
administrative requirements (training and competency and record-keeping requirements)
guidance on competent and capable matters for those applying to be accredited to undertake this activity
accreditation conditions for accredited persons undertaking this activity.
Please visit the consultation page on our website to access the consultation paper and provide feedback by 16 October 2025.
We expect to release program guides and accreditation forms to support stakeholders to undertake this activity by 31 October 2025, informed by stakeholder feedback.
Streamlined accreditation pathway
A streamlined accreditation pathway is available for this new activity for existing VEU accredited persons who have:
demonstrated their capacity and capability to undertake commercial and industrial solar system installations
a strong compliance record in delivering activities under the VEU program.
This streamlined accreditation pathway will ensure accredited persons are available to assist business energy consumers to access VEU incentives for this new activity as soon as possible.

About the Victorian Energy Upgrades program
The Victorian Energy Upgrades program helps Victorians reduce their energy bills and greenhouse gas emissions by providing access to discounted energy efficient products and services. The program also encourages investment, employment and innovation in industries that supply these products and services.
Large energy retailers are required to acquire and surrender Victorian energy efficiency certificates (VEECs) to meet annual targets set in Victorian legislation. ‘Accredited persons’ that carry out eligible upgrade activities by installing energy-efficient products in residential or non-residential premises can create VEECs.
