Apply for a VEET scheme registry account to hold, transfer and surrender energy efficiency certificates under the Victorian Energy Upgrades (VEU) program.
VEET scheme registry accounts
From 1 November 2023, people who hold, transfer and surrender Victorian energy efficiency certificates (VEECs) will first be required to obtain a VEET scheme registry account. This includes accredited persons, relevant entities and other parties that hold or transfer VEECs (such as traders).
If you currently hold VEECs, but do not wish to obtain a VEET scheme registry account you must sell or transfer VEECs you hold by 1 November 2024.
To apply, you will need to provide information about you or the organisation seeking the account, and a declaration and supporting details that you are a ‘fit and proper person’ to hold a VEET scheme registry account. The processes and requirements to apply for an account differ for accredited persons, energy retailers and other parties. Further information is outlined about this below.
If an organisation belongs to a group of related body corporates, only one of those related body corporates is permitted to hold a VEET scheme registry account. If you have questions about this, please contact the VEU support service by phone on (03) 9032 1310 or email at veu@esc.vic.gov.au.
How to apply for a VEET scheme registry account
Accredited persons – existing and new applicants
Accredited persons must apply for a VEET scheme registry account between 1 November 2023 and 1 November 2024. The application for a VEET scheme registry account is now built into the application for accreditation or renewal of accreditation. Any accredited persons who renewed or applied for accreditation when this option wasn’t available will be contacted and supported to set up their VEET scheme registry account.
Given the assessment against ‘fit and proper’ criteria that occurs during the accreditation process, there will be no additional fee charged for accredited persons to apply for a VEET scheme registry account.
Energy retailers
If energy retailers (including relevant entities) want to continue to hold, transfer or surrender VEECs from 1 November 2024, they must complete the following steps before that date to apply for a VEET scheme registry account.
The $2,000 application fee will be waived for energy retailers that have already been assessed under an equivalent ‘fit and proper person’ scheme through the electricity and gas licensing process.
To apply for a VEET scheme registry account:
- Download the VEET scheme registry account application form.
- Follow the instructions on the form. You will be required to declare that you have already been assessed under an equivalent ‘fit and proper person’ scheme if applicable.
- Email the form and supporting documents to veu@esc.vic.gov.au.
If you were exempt from the electricity and gas licence requirements and have not been assessed under any other equivalent ‘fit and proper person’ scheme, you will be invoiced the $2,000 application fee. You must pay this fee before your application can be assessed.
We may request further information about your application; if so, you need to respond by the specified date.
You will be informed in writing of the outcome of your application.
VEEC traders
If any other persons or organisations want to continue to hold, transfer or surrender VEECs, they must complete the following steps to apply for a VEET scheme registry account. If an existing account holder was holding VEECs on 1 November 2023, they have until 1 November 2024 to obtain their VEET scheme registry account.
To hold a VEET scheme registry account you must first open a VEU account. You can do that by following the instructions here: Open a VEU account.
To apply for a VEET scheme registry account:
- Download the VEET scheme registry account application form.
- Follow the instructions on the form. You will be required to provide information to satisfy the new 'fit and proper person' requirement, including a declaration if you have already been assessed under an equivalent ‘fit and proper person’ scheme.
- Email the form and supporting documents to veu@esc.vic.gov.au.
You will be invoiced the $2,000 application fee, which you must pay before your application will be assessed (a waiver may be available if you have already been assessed as a ‘fit and proper person’ by another scheme).
We may request further information about your application; if so, you need to respond by the specified date.
You will be informed in writing of the outcome of your application.
