We have released updated program guides to update and clarify record keeping requirements, installer requirements and accreditation conditions for the Victorian Energy Upgrades (VEU) ceiling insulation activity (activity 48). We have also updated the VEU Registry to support this activity.
VEU ceiling insulation activity: updated requirements, accreditation conditions and VEU Registry changes

The ceiling insulation activity (activity 48) commenced in the Victorian Energy Upgrades (VEU) program on 14 April 2026 in public and community housing. The activity will expand to all eligible Victorian homes from October 2026.
We have updated record keeping requirements, installer requirements and the VEU Registry system for the ceiling insulation activity in response to stakeholder feedback.
To promote transparency of participation requirements, we have also published a new general accreditation conditions document for the ceiling insulation activity. This sets out the conditions that all accredited persons must comply with when undertaking ceiling insulation installations under the VEU program.
Accredited persons must comply with these conditions for ceiling insulation installations under the VEU program, even if no Victorian energy efficiency certificates (VEECs) are created. Failure to comply with the conditions may result in compliance or enforcement action.
Updated record-keeping requirements for the ceiling insulation activity
We have updated our record keeping requirements for the ceiling insulation to:
- Require a geotagged photo of cables at the switchboard of the installation premises (to be taken by the licensed electrician when completing the pre-installation electrical safety assessment)
- Clarify that a diagram or floor plan of the insulation ceiling space may be provided as a record of the upgrade area (including aerial images of the roof space which accurately represent the ceiling space to be upgraded)
- Clarify the video footage requirement of the pre-installation and post-installation environment.
- Clarify that a single consent form may be used by a landlord to give consent to share information for multiple properties/all properties in their portfolio.
- Clarify that the tax invoice should include the name of the contracting business (and not the installer business). This amendment was made to reflect that the business installing the insulation may not be the business holding the installation contract with the consumer.
Accredited persons will need to collect the new record (i.e. geotagged photo of cables at the switchboard) for installations undertaken from 21 August 2026.
Updated installer requirements for the ceiling insulation activity
We have updated our requirements for ceiling insulation installers to:
- Make clear that an installer must hold full Certified Insulation Installer (CII) certification issued by the Energy Efficiency Council (EEC) (i.e. provisional certification is not sufficient).
- Make clear that the lead installer must be on site for the duration of the install (i.e. lead installers must be on site when other installers are undertaking the installation of insulation products).
VEU Registry updates from 30 July 2026
Ceiling insulation installation notifications – new notification update feature
From 30 July 2026, accredited persons will be able to update an existing ceiling insulation installation notification in the VEU Registry, provided the installation date and time has not yet passed.
This enhancement enables accredited persons to update their installation notification easily when minor amendments are required to the details of the notification. This may include changes to the scheduled installation date or time or details of the installer undertaking the installation.
Accredited persons will only need to withdraw and resubmit an installation notification where:
- the installation will not proceed
- the timing of the installation has been delayed to a date beyond the next five days
- certain details recorded in the installation notification need to be amended (e.g. the address details of the upgrade premises).

New ceiling insulation VEEC creation form fields
To help us monitor compliance of the ceiling insulation activity against the program rules, we have added the following new fields to the activity’s VEEC creation form:

Ceiling insulation accreditation conditions guidance
Accredited persons for ceiling insulation will be subject to accreditation conditions specific to this activity. The conditions include:
- Key safety and quality requirements that are already specified under the program rules, such as pre-installation safety assessments and notifications.
- Measures to support compliance monitoring, including inspections to help ensure installations are safe and meet program requirements.
We have released a document setting out the general accreditation conditions for the ceiling insulation activity.
Businesses intending to apply for ceiling insulation accreditation should familiarise themselves with these conditions, to ensure they understand their obligations under this activity. Accredited persons must comply with these conditions for ceiling insulation installations under the VEU program, even if no VEECs are created. If an accredited person fails to comply with the conditions, we may take compliance or enforcement action.
