Updated training and competency requirement for commercial and industrial solar PV system activity
We have updated the commercial and industrial solar PV system (C&I solar) activity’s training and competency requirement in response to stakeholder feedback. The update clarifies installers and on-site workers who have completed superseded units of competency (e.g. CPCCOHS1001A Work safely in the construction industry) meet the activity’s ‘White Card’ requirement, provided they still hold a current construction induction card (commonly known as a White Card).
The updated requirement is as follows:
All persons involved in installing the solar system and all other on-site workers must hold a current construction induction card (commonly known as a White Card) issued under the Occupational Health and Safety Regulations 2017 (Vic). Persons holding current construction induction cards (White Cards) issued by other jurisdictions in Australia also meet this requirement.
Clarification to record keeping requirements and 'activity date' for C&I solar activities
We have updated the C&I solar activity’s record keeping requirement and guidance on ‘activity date’ in response to stakeholder feedback as follows:
- Update to record-keeping requirement in relation to evidence that the installation is Distributed Network Service Provider (DNSP) connected to clarify that an example of this document could be a DNSP post installation validation/output document and that the document must show date of DNSP installation validation/approval.
- The 'activity date' to be entered in the VEEC creation form for C&I solar activities is the date the DNSP has validated the solar system installation for connection under a DNSP negotiated connection contract.

- Victorian Energy Efficiency Target Guidelines (VEET Guidelines) - version 15.
