We have released VEU Registry changes, together with updated guides and forms to support accreditation applications and product applications for the new ceiling insulation activity in the VEU program.
Release of application guides and forms for ceiling insulation activity

The Department of Energy, Environment and Climate Action (department) has released the Victorian Energy Efficiency Target Amendment (Insulation) Regulations 2026 (Amendment Regulations) and updated Victorian Energy Upgrades Specifications (version 23).
These updates introduce the following changes to the Victorian Energy Upgrades (VEU) program:
- Introduction of a new ceiling insulation activity (activity 48) from 14 April 2026.
- Removal of the underfloor insulation activity (activity 12) from the VEU program, effective 14 April 2026.
The VEU ceiling insulation activity will be introduced in two stages
- Stage 1 commences on 14 April 2026 and allows upgrades to be delivered only in public housing and community housing premises.
- Stage 2 begins on 1 October 2026 which allows for ceiling insulation upgrades to be undertaken in all eligible residential premises in Victoria. Staged releases of VEU Registry changes and program guides and forms for the ceiling insulation activity
We are releasing changes to the VEU Registry and the relevant guides and forms to support the commencement of the ceiling insulation activity via two separate releases as set out in table below:

We released the VEU Registry changes and updated guides and forms as stated above on 9 April to support stakeholders being able to submit applications ahead of the commencement of stage one of the new ceiling insulation activity on 14 April 2026.
This early release aims to support the commencement of the ceiling insulation activity being undertaken under the VEU program as soon as possible after the activity commencement date, noting that products and accredited persons first need to be approved to undertake the activity.
How to apply for accreditation for the ceiling insulation activity
Entities can now apply for accreditation to undertake the ceiling insulation activity in the VEU Registry. This can take the form of applying:
- for a grant of accreditation to undertake the ceiling insulation activity (select ‘New accreditation’);
- to add the ceiling insulation activity to your existing accreditation (select ‘Accreditation variation’); or
- to renew your accreditation (select ‘Accreditation renewal’).

You should also review the Amendment Regulations and VEU Specifications to understand the requirements involved in undertaking this activity. This includes new requirements, such as the requirement to submit notifications of insulation installations to the commission by accredited persons 24 hours prior to the commencement of the installation.
Our aim is to release the Ceiling Insulation Activity Guide on 14 April 2026 which will summarise these activity requirements for stakeholders.
Prioritisation of applications for accreditation to undertake the ceiling insulation activity
To support early adoption of this activity and efficient use of commission resources:
- We will prioritise assessment of accreditation applications from applicants with established relationship(s) or agreement(s) with Homes Victoria and/or community housing organisations to undertake ceiling insulation upgrades in public housing or community housing over the next few months.
- We recommend that organisations who do not have established relationships or agreements with Homes Victoria and/or community housing organisations submit ceiling insulation accreditation applications in Q3 (July to September 2026) to participate in stage 2 (i.e. in Victorian homes which are not public housing or community housing).
How to apply for products to be listed on the VEU Register of Products
You can now apply for ceiling insulation products to be listed on the VEU Register of Products. You should review the following guide and form before starting a product application, including the product requirements for this activity in the application guide below:
