Updates to the Victorian Energy Upgrades (VEU) Registry system, and relevant guides and forms, are now available to support accredited persons and scheme participants to undertake the new VEU ceiling insulation activity.
New VEU ceiling insulation activity: VEU Registry changes, guides and forms now available

Further to our program update on 9 April, the first stage of the new Victorian Energy Upgrades (VEU) program ceiling insulation activity commenced on Tuesday, 14 April 2026.
Stage one of this activity is a targeted rollout in public housing and community housing premises, before expanding to all eligible Victorian homes from 1 October 2026. We are prioritising assessment of accreditation applications from applicants with established relationships or agreements with Homes Victoria and/or community housing organisations for stage one.
New activity requirements for the ceiling insulation activity
Accredited persons and scheme participants interested in undertaking the ceiling insulation activity should take note of the unique activity requirements. These include the following new pre-installation requirements:
- Before any insulation works begins, a licensed electrician who is engaged by a registered electrical contractor must complete and sign a VEU pre-installation electrical safety assessment. This must be completed no earlier than 30 days before the insulation works commence.
- The accredited person must obtain written consent from the owner, authorising the accredited person to send information to the commission and for the commission to share that information with the Victorian WorkCover Authority (WorkSafe) and/or Energy Safe Victoria (ESV). This must occur no less than 24 hours prior to commencing the installation of insulation.
- Once written consent is obtained from the owner, the accredited person must send an installation notification to the commission of a VEU ceiling insulation installation. This notification must be submitted at least 24 hours before the installation commences, but no earlier than five days before.
- Before the insulation installation commences at the premises, the installer must complete a VEU pre-installation installer safety assessment form.
These pre-installation requirements ensure accredited persons and scheme participants are undertaking installations safely and in accordance with the program rules.
In particular, the submission of the pre-installation notification by accredited persons will enable the commission, WorkSafe and ESV to undertake inspections on the day of the installation and/or after the installation has occurred to help deliver this outcome.
Failure to comply with these and other activity requirements could result in the commission requiring rectification works and refusing certificates. Serious or repeated breaches could also result in enforcement action, including loss of accreditation and penalty notices.
VEU Registry updates for the ceiling insulation activity and other enhancements
The VEU Registry has been updated to support accredited persons and scheme participants to undertake the new ceiling insulation activity and other enhancements/maintenance. These updates enable accredited persons approved for the VEU ceiling insulation activity to:
- register Energy Efficiency Council (EEC) Certified Insulation Installers (CII) as scheme participants
- submit installation notifications
- create Victorian energy efficiency certificates (VEECs).

The updated Victorian Energy Efficiency Target Guidelines will also be published on our website later this week to:
- Support introduction of this activity into the VEU program (including setting training and competency requirements and record keeping requirements for this activity).
- Reflect minor updates / clarification of record keeping requirements for VEU non-building based lighting (activity 35) and water heating and space heating and cooling (activities 1, 3, 6 and 28) activities, communicated in the update on 24 March 2026.

The Department of Energy, Environment and Climate Action (DEECA) has published the following forms and a number of technical guidance sheets to help installers in the program work safely while installing insulation on its insulation requirements for industry website page:

Accredited persons and scheme participants should also review the above documents to understand their obligations and requirements for participation in the ceiling insulation activity under the VEU program.

Removal of the underfloor insulation activity from the VEU program
The underfloor insulation activity (activity 12) has been removed from the VEU program effective 14 April 2026. We have updated the Space Conditioning and Shower Rose Activity Guide to reflect this change.
