System update: commercial and industrial heat pump water heater activity changes from 31 March 2026
We will release an update to the Victorian Energy Upgrades (VEU) Registry system at 10am on 21 April 2026 to enable commercial and industrial heat pump water heater activity (activity 44) submissions for upgrades completed on or after 31 March 2026, in line with updated requirements.
The VEU Registry system will continue to be available while we make this update.

Industrial and commercial heat pump water heater activity calculation update
We will update the VEU Registry system on 21 April 2026 to apply revised calculations for industrial and commercial heat pump water heater (activity 44) upgrades undertaken on or after 31 March 2026. This is in line with the updated Victorian Energy Upgrades Specifications.
The following changes will apply to activity 44 upgrades from 31 March 2026:
- Removal of the average heat pump thermal capacity eligibility threshold of 20 kW for products that have an average insulated storage volume equal to or less than 700 litres but greater than 425 litres.
- Increase in the minimum co-payment amount from $1,000 to $10,000 incl. GST.
- Increase in the scaled incentive for products below the 10kW heat pump thermal capacity threshold, which have multiple compressors.
This update does not affect upgrades completed prior to 31 March 2026, which can continue to be submitted in the VEU Registry system based on the previous requirements.
