An applicable electrician must complete and sign this VEU pre-installation electrical safety assessment form before any insulation works are undertaken (and not earlier than 30 days before the works commences).

Overview
This page provides information for accredited providers and scheme participants of the VEU program. To access consumer information on the program, please go to the Energy saving information for consumers page.
The VEU program introduces the ceiling insulation activity (activity 48) in two stages.
- Stage 1 commences 14 April 2026, alloing upgrades to be delivered only in public housing and community housing residential premises.
- Stage 2 begins on 1 October 2026 and expands eligibility to all residential premises in Victoria.
The ceiling insulation activity involves the installation of bulk insulation products (batts or blanket) or rigid cellular foam insulation products into eligible uninsulated or under insulated residential ceiling spaces.
Only installations that meet all eligibility, product, information sharing, pre-installation, installation, co-payment and product disposal requirements are eligible for Victorian energy efficiency certificate (VEEC) creation.
Eligibility requirements
To be eligible, the ceiling insulation installation must be undertaken:
- in a premises that is either a:
- Class 1 building or under Part A6 of Volume One of the Building Code, or
- sole occupancy unit of a Class 2 building under Part A6 of Volume One of the Building Code
- in a ceiling space that is either:
- uninsulated - a space that contains no existing insulation or only reflective foil insulation sheets hung below the roofing material, or
- under insulated - a space that contains existing uncompressed insulation with an average R-value of less than R2.0.
The ceiling insulation activity is not eligible for VEECs where the insulation installation is undertaken in premises that:
- contain luminaires which are not IC or IC-4 rated luminaire in its ceiling (i.e. premises are not eligible where the premises contains luminaries/downlights that cannot be safely abutted against or covered with insulation)
- have been constructed within the last five years, or where the part of the premises in which insulation is to be installed has been constructed, renovated, or extended within the last five years.

Get involved
If you are interested in undertaking ceiling insulation activities, you can either:
- work with an accredited person who is accredited to undertake ceiling insulation activities
- apply for accreditation, renewal or variation of accreditation conditions to undertake ceiling insulation activities
Please note: We are prioritising assessment of accreditation applications from applicants with established relationships or agreements with Homes Victoria and/or community housing organisations, for upgrades in public and community housing as part of stage one of this activity.
