Updated reporting requirements 2026
On 17 March 2026, we updated our direction to electricity distribution businesses to report against their Greenfields Negotiated Electricity Connection Customer Service Standards.
The new reporting directions align the end date of the standards with the end date of the negotiated connection licence conditions specified in the Ministerial Orders made by the Minister for Energy and Resources under section 33AB(1) of the Electricity Industry Act 2000. The final report for the regulatory reporting period ending 2028 will cover the period July 2028 to December 2028. The report will be due on 31 March 2029.
We also updated the way distribution businesses report to us. We made this change after considering regulatory burden on distribution businesses and feedback from distribution businesses and development industry stakeholders.
Reporting on the performance reporting framework of the standards must now be made through our Retailer Distributor Portal using an Excel template. A copy of the template can be found under the Resources tab of this webpage.
The performance reporting framework of the standards will be displayed in an easy-to-read dashboard.
Reporting on consultative committee meetings will continue to be made in the form of evidence of outcomes and actions published on the distribution business’s website.
In 2027, we will begin a review to assess if the standards are still required.
Greenfields Negotiated Connections Dashboard
The dashboard provides a visual summary of key trends of Greenfields Negotiated Connections and the performance of distribution companies.
The dashboard is updated twice a year, with new data published at the beginning of April and September, in line with our half‑yearly reporting cycle.
How to use this dashboard:
For the best experience, we recommend viewing the dashboard in full screen mode. Click the 'Full Screen Mode' icon at the bottom right of the dashboard.
- Use the Distribution Company selector at the top of the page to choose the company you want to view.
- Select Greenfields or MLC indicators to view the corresponding performance metrics.
- Where available, select the Year under the distribution company selector to view data for a specific reporting period.
Use the arrow buttons in the top‑right corner to move between pages.
To reset your selection, click 'Clear all filters' button in the top-right corner of the dashboard.
To access a close-up view for each chart:
- hover over the chart and click the 'Focus mode' icon that appears at the top right corner of that chart
- to exit Focus mode and return to the main dashboard view, click Back to report at the top‑left corner of the chart
Previous reporting requirements
Updated reporting requirements 2024
On 24 July 2024, we updated our direction to distribution businesses to report against their revised Greenfields Negotiated Electricity Connection Customer Service Standards (standards).
On 21 December 2023, the Minister for Energy and Resources made a Ministerial Order specifying several performance reporting metrics related to negotiated connections as enforceable. These enforceable metrics were based on the performance reporting framework component of the standards.
Our new reporting direction aligned the reporting timeframes of the standards with the reporting timeframes of the Ministerial Order.
This direction also specified the manner and form in which electricity distributors must report to us on the performance reporting required under section 7(3)(c) of the Ministerial Order.
Reporting must be made to the commission every six months for the periods:
- 1 January to 30 June – reporting due by 31 August that year.
- 1 July to 31 December – reporting due 31 March the following year.

Updated reporting requirements 2023-2026
On 27 March 2023, we made a final decision directing distribution businesses to report on their performance against revised Greenfields Negotiated Electricity Connection Customer Service Standards when working with developers and contractors to connect new housing developments to the electricity network.
We first directed distributors to report against the Greenfields Negotiated Electricity Connection Customer Service Standards in March 2021.
Distribution businesses are required to report to the commission every six months for the regulatory period from 1 April 2023 to 31 March 2026.
The customer service standards include:
- an overarching customer outcomes statement setting out what a distribution business expects to deliver over the next three years in relation to negotiated connections
- a requirement to form a consultative committee that meets regularly to discuss improvements in negotiated connection processes
- a performance reporting framework that distribution businesses are to report against every six months.
