The Victorian Energy Efficiency Target (VEET) scheme is a Victorian Government initiative promoted as Energy Saver Incentive. Under the Victorian Energy Efficiency Target (VEET) scheme, accredited persons are able to create Victorian energy efficiency certificates (VEECs) in respect of prescribed activities undertaken on or after 1 January 2009 and before 1 January 2030. The VEET scheme operates in three-year phases, with the setting of new regulations at each phase change. The Victorian Energy Efficiency Target Regulations 2008 (VEET Regulations) sets out the prescribed activities for the first phase of the VEET scheme, i.e. 1 January 2009 to 31 December 2011. Categories of prescribed activities Six categories of activities are specified as prescribed activities in the VEET Regulations: Water heating - decommissioning of low efficiency water heating products and the installation of high efficiency water heating products. This category also includes the installation of solar pre-heaters or solar retrofit kits. Space heating - decommissioning of low efficiency ducted heating products and the installation of high efficiency ducted heating products, and the installation of high efficiency space heating products. Space conditioning - installation of insulation, thermally efficient windows and weather sealing products. Lighting – installation of low energy lamps. Shower rose - decommissioning of non-low flow shower rose and the installation of low flow shower rose. Refrigerators/freezers – purchase or high efficiency refrigerator or freezer (refrigerator purchase) and destruction of pre-1996 refrigerator or freezer (refrigerator destruction) Requirements for undertaking prescribed activity and VEEC value The following document provides further detail and guidance to accredited persons in respect of undertaking the above categories of prescribed activities including the VEEC calculation methodology for each activity, together with detail on the creation of VEECs for the activities: Explanatory note – Creating VEECs from prescribed activities To determine the number of VEECs eligible to be created in respect of a prescribed activity, please refer to the VEEC calculator page. VEEC assignment form A consumer must complete and sign a VEEC assignment form when assigning their right to create VEECs to a third-party accredited person. Before creating VEECs in respect of a prescribed activity, an accredited person must ensure they have a completed and signed VEEC assignment form in respect of the activity undertaken. Accredited persons must retain these forms for at least six years and must provide them to the Commission upon request.The Commission requires that each VEEC assignment form contain a minimum set of information and form fields. The minimum requirements for each form are outlined in documents available at mandatory information for VEEC assignment forms.Accredited persons may customise their own VEEC assignment form to: incorporate the different information requirements of various prescribed activities into the one form, and incorporate additional explanatory text, company logos and other features. Parties applying for accreditation will need to provide a copy of their VEEC assignment form for review by the Commission as part of their accreditation application process. The Commission requests that any subsequent changes to VEEC assignment forms also be submitted to the Commission for review before providing forms to consumers for signature. Register of products The Commission maintains the Register of products in accordance with clause 9 of the VEET Regulations. In accordance with the VEET Regulations, a Register of products is maintained for the following product types: Water heating products, including solar retrofit kit and solar pre-heater Space heating products, including ducted and space heaters Thermally efficient Windows High efficiency refrigerators and freezers To claim VEECs for the installation of the above product types, a product must be listed in the ESC register of products. Persons seeking to propose an amendment to the ESC register of products should submit a completed application to modify register of products form to the Commission, along with documentary evidence supporting your request. ESC approval of products Accredited persons are required to apply to the Commission for approval of the following products before installing the products for the purposes of creating VEECs: Insulation products Window retrofit products Weather sealing products Lighting products Low flow shower rose. Accredited persons must complete and submit an application for VEET approval of product form to the Commission, together with documentary evidence that the product meets the product criteria as set out in the VEET Regulation. The product approval process provides accredited persons with the certainty that the products they seek to install meet the requirements of the VEET scheme and streamlines the process for registration of VEECs following the installation of these products.Note that VEECs cannot be created for ceiling insulation installed 28 July 2009 to 31 December 2011, as The Minister has declared a discount factor (see below).Inclusion of new prescribed activities Persons seeking to include activities not set out in the VEET Regulations as a prescribed activity for the purposes of the VEET scheme should contact the Department of Primary Industries at veet.submissions@dpi.vic.gov.au for further detail of the application process. Declaration of discount factors Under the VEET Act, the responsible Minister may make a declaration specifying discount factors that will reduce the number of VEECs eligible to be created in respect of a prescribed activity or specified class of prescribed activities.In doing so, the Minister must publish a notice of intention to declare a discount factor in the Victorian Government Gazette which specifies: the proposed discount factor; the prescribed activity or class of prescribed activities in respect of which the discount factor is proposed; and the reasons for the discount factor. The Minister has declared a discount factor of zero in respect of ceiling insulation.
