Participant - Accredited Persons

The Victorian Energy Efficiency Target (VEET) scheme is a Victorian Government initiative promoted as Energy Saver Incentive.


An accredited person is an individual or organisation accredited by the Essential Services Commission (Commission) who is able to create eligible Victorian energy efficiency certificates (VEECs) under the Victorian Energy Efficiency Target (VEET) scheme. Accredited persons are eligible to create VEECs in respect of prescribed activities undertaken on or after 1 January 2009 or date of application of accreditation, whichever date is later, and before 1 January 2030.


Who can be an accredited person?

Any person or organisation can apply to be an accredited person under the VEET scheme. For example, appliance retailers, appliance installers or energy service providers will typically act as accredited persons in the VEET scheme and create VEECs.


How do I become an
accredited person?

To become an accredited person, you must:

  • be a VEET account holder. To create a VEET account, complete and submit an application for VEET account form to the Commission
  • complete and submit an application for accreditation form to the Commission, together with supplementary information requested as part of the application form

An accreditation fee of $500 must be paid to the Commission in respect of the application. Responsibilities of a
n accredited person

An accredited person must:

  • ensure that prescribed activities are undertaken in accordance with the requirements of the VEET scheme;
  • ensure that the VEECs they create have been created in accordance with the VEET legislation;
  • clearly outline to consumers (where applicable) the implications of assigning their right to create VEECs;
  • ensure that any assignment of rights to create VEECs is made in accordance with the VEET legislation;
  • collect and retain all necessary information to support their VEEC claims for a period of 6 years after the VEECs were created, and provide the information to the Commission upon request; and
  • ensure that all information provided to the Commission is true and accurate.


Assignment of VEECs

The VEET Act provides for the creation of VEECs by accredited persons on behalf of consumers of electricity or gas in respect of whom a prescribed activity is undertaken where the consumer has assigned their right to create VEECs to the accredited person.  Consumers assign their right to create VEECs to an accredited person by completing a VEEC assignment form.  For more information on assignment, please see the Prescribed activities page.


Audit

Accredited persons in the VEET scheme will be subject to periodic audits by the Commission to provide the Commission with assurance that VEECs have been created in accordance with the VEET legislation and all obligations have been met.  For more information on audit, please see the Compliance and auditing page.
