Welcome to Rail

As part of its role as the independent economic regulator in Victoria, the Essential Services Commission is responsible for the regulation of the rail industry. The Rail Corporations Act 1996 (RCA), Part 2A, establishes a Victorian Rail Access Regime (VRAR), which applies to rail infrastructure and certain rail terminals. The Commission’s principal roles under the regime are to approve the Access Arrangements of access providers, and to resolve access disputes it receives notice of.

In 2006, in accordance with the RCA, Access Arrangements were established for the Victorian rail access providers through an approval process.  In 2009, the Commission approved the Renewal of Access Arrangements for V/Line, VicTrack and Pacific National.  In the process of renewing the Access Arrangements, the Commission also updated its Rail Access Pricing Guideline. Connex is the other rail access provider in Victoria and its Access Arrangement is due to expire in 2011.
