On 12 August 2009 the Premier of Victoria announced that the Commission would be charged with the responsibility of developing a performance monitoring framework for local government in Victoria. This was formalised in the Terms of Reference issued on 15 October 2009 by the Minister for Finance on the advice of the Minister for local government.The Commission is required to provide its final recommendations on this matter to the Government in June 2010 and is required to produce a prototype performance report by January 2011.
