Stakeholder consultation commenced with the release in March 2004 of an Open Letter to stakeholders and Consultation Paper No. 1: Framework and Approach. Consultation Paper No. 1 sought stakeholder comments on the ESC's proposed approach and methodology for making a decision on the price controls. In June 2004, the ESC released its Final Framework and Approach: Volume 1, Guidance Paper which set out the final approach and methodology that the ESC would use in making its decision on the price controls. Together with Final Framework and Approach: Volume 2, Information Templates, Volume 1 also provided guidance to the distributors for the preparation of their price-service proposals. The distributors' price-service proposals were received in October 2004 and set out detailed information relating to future operating and maintenance expenditure, capital expenditure programs and costs associated with capital financing. They also detailed the service standards that the distributors aimed to achieve over the period along with the distributor's tariff proposals. In November 2004, the ESC released a Summary of the Victorian Electricity Distributors' Price Service Proposals. This paper provided stakeholders with a broad overview of the distributors' price-service proposals and aimed to assist stakeholders in understanding the content of the proposals. The ESC then released an Issues Paper in December 2004. This paper raised several major issues arising from the ESC's initial analysis of the distributors' price-service proposals and sought stakeholder comments on those issues. The Issues Paper was followed in March 2005 with a Position Paper which aimed to provide stakeholders with an earlier opportunity to respond to the Commission's preliminary views in advance of its Draft Decision. The Draft Decision was released in June 2005. The Draft Decision set out the ESC's draft decision on the issues pertaining to the price review and sought stakeholder comments. In October 2005, the ESC released its Final Decision.
