New Customer Contributions – Framework for The Next Regulatory Period

New customer contributions (NCCs) also known as developer charges are levied by water businesses when new customers connect to the existing water, sewerage and recycled water networks. Between 2011 and mid 2012 the Commission undertook a review of the NCC framework in place at the time and then based on the findings developed a new cost reflective approach to come into operation at the beginning of the third regulatory period. The documents listed below outline the Commission’s views at each stage of the development of the framework.
