The Commission proposes not to produce an annual monitoring report during the regulatory period (2010 – 2015) because the ports monitoring framework applies to only one port, namely the Port of Melbourne. Clause 4.1.1 of the Ports Monitoring Determination sets out that the Commission may decide not to publish an annual ports monitoring report.
The format of the previous monitoring reports (see below), which promoted competition by comparison amongst Victorian commercial ports, is no longer feasible. The range of cargoes subject to the current monitoring framework is narrow, thus greatly reducing the range of information to be reported.
