Energy Retail Code

The energy retail code specifies minimum retail standards for all residential electricity customers, small business electricity customers consuming less than 40 MWh/year and small business gas customers consuming less than 1000 GJ per year, including the rights and obligations of retailers and their customers with respect to billing and payment, customer information, complaints handling and disconnection for non-payment of accounts.

In 2008, the Commission reviewed its energy retail and non-economic distribution regulatory instruments and in October 2008, released its final decision on this review. A further review on the Energy Retail Code was undertaken in mid 2009 in response to concerns about the imposition of early termination fees and refundable advances. The Code, which takes effect from 23 October 2009, reflects the Commission's final decision on this matter
