Victorian ports regulation review 2009

Under the Ports Services Act 1995 (PSA), the Commission is responsible for the economic regulation of shipping channels, berth infrastructure and related services at the ports of Melbourne, Geelong, Portland and Hastings. Section 53(2) of the PSA requires the Commission to conduct a review of the regulation of prescribed services by June 2009. The review was undertaken in accordance with Part 5 of the Essential Services Commission Act 2001.

The review considered whether the current prescribed services (channel services and berth services) should continue to be subject to price regulation, and if so, what form of price regulation should be adopted.
